The offering that is relevant to this guide is listed as "Multi-story Bases", which costs 1,000 Raw Science and unlocks floors.

You can return to your base once you have bought what you need, then you can build floors for him at the rate of four grass planks per panel. These grass boards are obtained by cutting grass stalks with an ax, it is recommended to collect as much as possible in order to cover what is necessary.

Something to note about the game is that it has early access at the time of writing, which means that the exact method of building floors could change over time. Although this is seen as unlikely this will be the final release of the game.
