It is usually spawned on the west side of Fortilla, so you can pass through that region and carefully search for it. Once you find her, try to kill her from a distance without getting too close.

If you manage to defeat Ocean, take everything she has dropped in that place and use the Vault Keyguard to get more loot from a nearby Vault, that vault is protected by two sentry weapons, so be careful when you approach, since they can kill you pretty quickly.
