You should be very well-prepared to defeat this monster because he is the final boss of the campaign. For maximum potential, level up the Raval armour and shield and the Brave sword to their maximum level. You will also want the Talisman of War and all of the Rubies for your Ignis Bracelet, among other items, to pump up your attack power. Be prepared to shell out some money to buy an unlimited supply of Katol Elixirs. You'll also have to invest a little time in grinding until you are about 50 levels old before tackling this fight.
Note that in this first phase of Galbalan, no damage can be inflicted. The boss will do two moves for this round: cross its fire lines in a futile attempt to harm you and you can get over them by jumping, and shoot big flame-throwing projectiles. Either try running past them or destroy them using your Terra Bracelet.
