There are a raid and three dungeons in Tempest Keep. It is recommended that you participate in the raid in order to earn the Ashes of Al'ar. On the other hand, if you complete the quest for the Timewalking version of the Black Temple during a week while Burning Crusade Timewalking is available, you will obtain Ashes of Al'ar from the Cache of Timewarped Treasures.
