The first thing you should know is that this NPC can appear in 20 different places throughout the map, so finding one should not be a problem. You just have to be careful not to overlook them.
When you find a group of IO Guards you will have to shake one, for which you will have to shoot the entire group and take them down all but one. Approach one of the downed IO Guards and take them to a safe position and press the "shakedown" entry, which will allow you to complete the challenge and get the 20,000 XP reward points.
The IO Guards will also be involved in the challenge in which you will have to hurt them while they are in the water, but that is another matter in this guide.
