Although the journey there is far from smooth (pardon the pun), it is manageable with the right information.  The crown of Romaria has been taken by Robbin' 'Ood and his gang of 'Oodlums.

It is not necessary to complete these two tasks in a particular sequence; but, they must be attended to prior to the route to Portoga being unlocked. Keep in mind that the guards you encounter after fighting Robbin' 'Ood will insist that you retrieve the key regardless of when you obtain it. 


Methods for recovering the crown of king in Dragon Quest III


When you initially visit the Romaria Outpost, the guards will inform you that it is now closed due to the theft of the King of Romaria's crown. They will inform you that the outpost will remain closed until the crown is returned to its rightful owner. Methods for Obtaining Dragon Quest 3 Magic Key



A key is also necessary to reach Portoga. The Magic Key is a difficult item to obtain, yet it is necessary to open the entrance to the passageway leading to Portoga. 

A slight detour will be required to reach the Pyramid housing the Magic Key, which is situated to the south of Romania Outpost. Leaving Asham and traveling west into the desert is the most direct route:

You can still utilize abilities, but spells won't work on some floors.

Now that the entrance is open, you can fight the Ripper of the Rift and his two Kyllas directly. Lightning can easily dispatch all of these foes, but the Kyllas will keep healing the Ripper as long as they're alive, so it's best to eliminate them first.

After you've beaten the Ripper, head to the platform's right side chest to get the Magic Key. Use it to unlock red doors that needed the Thief's Key before, and any silver doors that were previously inaccessible. 

Before you get to Portoga, it's a good idea to keep exploring the Pyramid. There are lots of things to be had. You can find a sociable Imp on the third floor's northwest corner, but you'll have to use Ra's Mirror to capture it.
