In New Game+, the Qing-Tian Gourd can be acquired from Shen Monkey once all the Character Portraits are completed. for order to get the Qing-Tian Gourd, you have to unlock the portrait of the Old Man NPC, Yuan Shoucheng, under the Portrait menu. That being said, the portrait of Yuan Shoucheng will not appear until all the characters' portraits are collected.
