Go up the steps of that temple to be able to exit out the first floor window.
Turn right and move on that path straight ahead till you reach a frozen pond; The Celestial Nonary Pill is inside it.
Chapter Four: How to get the Celestial Nonary Pill
To obtain the Celestial Nonary Pill in The Webbed Hollows, you need to complete a small quest. Once you have all the Purple Talismans, head to the Court of Illumination Keeper's Shrine. Enter through the narrow door going up a staircase. Doing any action on the structure in the middle will activate the event for fighting the secret boss, Supreme Inspector.
Then, after the fall of the Supreme Inspector, the Celestial Nonary Pill, secretly placed in a temple, shall await them.
Chapter Five: Where to Find the Celestial Nonary Pill
This last Celestial Nonary Pill can be found in the Bishui Cave's secret region, in the Flaming Mountains. It becomes accessible when a few milestones have been passed, which include a mission of defeating the Rusty-Gold Cart Boss. From the Keeper's Shrine in the Cave Depths, just head forward until an open area is found. The Celestial Nonary Pill is beneath the shattered roof of a ruined temple.
