The tipsy pig will be close to the Rockrest Flat Checkpoint, on top of the cliff. At first, he will ask for more booze, but he will also say he wants to sober up. For that, you need a Sobering Stone.

You can get this from the Man-in-Stone, in the ravine near Squall Hideout Checkpoint. However, he'll sell it only until you complete his questline. These are two of the tougher optional bosses in the game: the Iron-Clad Golem, a huge, really armored monstrosity, and the Blazing Phoenix, a bird creature with flame-based deadly attacks.
