Enter and advance to the right until you find a staircase that will take you directly to the watchtowers.
Collect the supplies from the first booth to your right so that the stun bomb is added to inventory. This will also unlock the build blueprint.
To create it you will have to press the TouchPad to open Ellie's backpack and select the bomb, the ingredients are a canister and an explosive.
