Most of the game options are locked if you haven't completed story mode first, so if you want to travel back in time to the 90s classics, you will first have to save Wood Oak City from the Y-twins. The good news is that if you really want to play in this mode, you can complete this game on easy difficulty, so if you reach the credits, it assumes that the Arcade mode will be unlocked for you.
