Fingers, also known as Finn Gerstatt, is a Ripperdoc that you can find in Japantown, and you can meet him after completing Act 2 of the main story. During the first level you will have to try to search the area a bit more.

You will need to access the Westbrook district of Japantown and head to the Megabuilding H8 Data terminus, then keep going straight until you come across a neon sign on top of a building with the words Tengu.
