How to find all of Percy’s feathers
Get the "A Bird's Tale" quest from Alyx in the World of Warcraft 20th Anniversary celebration area first. Once you get it, give it to Reshad to begin the "A Bird's Tail" quest. Finding Percy's feathers will need you to travel to Draenor.Use your Garrison Hearthstone (assuming you possess it) or go to the Ashran portal in Orgrimmar or Stormwind's portal room to reach Draenor. Gathering Percy's feathers is an unusual Secrets of Azeroth quest requirement.

Flammable Feather—Arak's Spires

Talador — Plucked Feather
Talador, on Shattrath Overlook, to the west of Shattrath City, is where you'll find the next feather. The Plucked Feather can be found perched on a rock close to the edge of a little patch of grass.
In Nagrand, you'll find the Frozen Feather on a lofty rocky outcrop that looks out over the mushroom region to the northeast. But this is Nagrand in Draenor, not Nagrand in Outland. Keep that in mind. What are timelines?
Located in Frostfire Ridge is the fourth and last feather. Find the Normal Feather atop the little mountain beside the lava at the Frostwall (Horde) Shipyard.
This feather is in the same spot for Alliance and Horde players, but being outside our garrison makes it much more approachable for our fellow Horde players. Hey there, Allies!
You can finish "A Bird's Tail" and get 5 Bronze Celebration Tokens by returning to World of Warcraft's 20th Anniversary Celebration location and speaking with Reshad by hand once you've gathered all four feathers. If you're working for the "Assistant to the Assistant Guest Relations Manager" accomplishment, completing this quest will also complete the "The Case of a Feathered Friend" phase.
