Is it possible in Shadows of Doubt to use some sort of fingerprint database?
No, Shadows of Doubt will not include a fingerprint database. Of course, there's the Government Database, but other than that, there isn't another database in Shadows of Doubt where you can view the fingerprints you've gathered. Or, rather, you should keep all the fingerprints relevant to your current case in your Detective Notebook. To save these to the case screen, you want to click the red pin symbol.

It is a very important device that can find fingerprints on any used items found at the crime scene. The best objects to look for would be scanning for the murder weapon, any scribbled notes, and any bloody messages left from the killer. These can help you identify the culprit and victim and help distinguish among your suspects.
You can also analyze fingerprints on the body of the victim when the option appears on screen as you observe the body, by not using the scanner. It provides a vital part of the crime scene before you're actually able to identify the victim.
For whatever reason, it can also read footprints, too. The Fingerprint Scanner can sense any hanging footprints around you and provide more evidence to eliminate some of your suspects. Actually learning the fingerprints of both the victim and perpetrator may prove to be a tedious first step towards solving the murder, but it will lead you to justice.
Be careful not to mix your fingerprints and footprints with those of the suspect.
