Jessie and James will appear through a hot air balloon. Unlike those, they will have a unique balloon with the theme of their perpetual partner Meowth. On the other hand, the mechanics are still apparently the same, they will make an appearance and all you need to do is touch it to start the battle.
The only detail is that the spawns seem random, although there seems to be a correlation between the first time you start the game and the appearance of a balloon, so try to see them each time you start playing or restart the app entirely.
Be sure to zoom out completely as many of the balloons appear far away and will not be easily seen in the default view.
Once you see the balloon or its shadow, just tap to start the fight.
