In order to get this mount you will have to work on the game's islands to obtain the token for the respective location. These islands can be found in the sea and you will be able to find missions related to each island. But you must keep in mind that in order to access these missions you must have reached level 50.
When you have all the necessary tokens you will have to go to The Lonely Island, northwest of Pleccia to meet Opher. Opher will give you access to various rewards in exchange for your Island Tokens, but when you reach 25 Island Tokens your reward will be the Golden Moss Turtle.
