The Phantom Horse is encountered during the Executioner’s Pride side quest, which is part of the Brushes with Death DLC.

Initiate the Executioner’s Pride Side Quest:

Travel to the Kuttenberg region.
Locate a tavern called "Hole in the Wall" in the eastern part of the city.
Interact with the Bartender of the tavern to receive intel that will trigger the quest. He will tell you about an Executioner who requires assistance.

Find Heinz, the Executioner:

Follow the quest marker that will lead you to Heinz's house.
Speak with Heinz. He will request your help in retrieving specific ingredients needed to forge a special sword.

Obtain the Ghostly Horseshoe:

One of the crucial items Heinz needs is a Ghostly Horseshoe, which is directly linked to the Phantom Horse.

Locate and Interact with the Phantom Horse:
