The best way to obtain this ingredient is at a constant generation location, which is located in the southwest area of the Quarry End territory of Old Villedor. You can find this location during "The Rose Garden" or on one of your supply trips even at the beginning of the game.
In this location there is a each behind which there is a greenhouse with 4 poppy patches.
Elsewhere you can also find poppies on nearby rooftops.
