This is a choice you will have to make during one of the story missions "The Raid", in which you will have to choose between seeing Aitor again or meeting Sophie at the Tango Hotel.

If you decide to go to Aitor, Aiden will talk to Hakon and agree not to get involved in the war between the Survivors and the Peacekeepers and will leave the hotel to return to the subway station. After talking to Aitor, you will have to complete a mission in which you will have to take a water tower for the peacekeepers that Jack and Joe are placing explosives. During the taking process you will be able to give control of the water to the peacekeepers or to the survivors. Sophie
If you decide to go meet Sophie, you will still have to complete the mission to take over the water tower, but Sophie will ask you to do it through the Bazaar. After talking to Jack and Joe, you'll be able to give water to either side at that point.
