These events can only be triggered at specific locations in the open world. Head over to the map icon and press the A button, and you'll see the requirements to unlock the event. If you qualify, press the A button again to see it.

These requirements are not as demanding but you must be with certain characters to be able to access. But you may also need to reach a high enough level of affinity between those two characters to be able to see it.

Sometimes you may need to make dialogue decisions that can increase or decrease your level of affinity.

It can be difficult to determine which options are correct, but the good news is that it doesn't seem to affect your level as much, you just have to take care of raising your affinity with your peers.
