Mushrooms can only be found in Broken Delta, after leaving the Dayton Wetlands.
They spawn within cave systems.
Coordinates of a cave abundant in mushrooms: (5083, -6902)

Cave description:

This cave is located near the Teleportation Tower next to Sunbury High School, at the base of Broken Delta.
Go down the slope west of the teleportation tower to find the cave.
Inside the cave, you will find a pool of water, deer and mushrooms.
The cave also contains an equipment box that may contain high-level loot.

Additional Tips:

The cave mentioned above usually spawns between 3 and 4 mushrooms.
You can use Mushroom Seeds to grow more mushrooms quickly.
Compost spoiled food and then use that compost to create Craft Fertilizer, which increases fungal growth.
