It would seem that you are having an issue in the sewer where you align up the whip just right, but it just doesn't swing onto the pipe. You aren't alone in this as many others are experiencing similar and various other problems. Is there a fix for this problem?
How to Fix Indiana Jones and the Great Circle Unable to Use Whip?
Unfortunately, there is still no officially recognized fix for the bug. Some players suggest several creative workarounds that should help you push through and get around the issue; see the detailed list below and try as many of them as it may take to get what works.
Switch to Other Uniforms to Transform
This is a quite straightforward process to fix up the Mad Priest quest glitch by just switching out from the Priest uniform. Gamers have found that if the player wears the priest attire, the game doesn't register the swing onto the pipe in the sewer. If you wear the Indiana Jones outfit, the whole swinging mechanic works great once you have it on-and you can grab the pipe. Curiously, the opposite happened with some folks! A few players revealed that switching from Indy to Clerical resolves the issue.
Be patient
One option is to stop for a second after the icon appears on the hook. Instead of immediately swinging, continue moving forward on the broken pipe until you reach the end. Once you've reached the end, hook the whip and swing it. Some players have reported being unsure if they hit Jump. To alleviate this, you can try it both ways - with and without jumping!
Building traction
One player recommended holding onto the whip for a longer length of time to gain better momentum, allowing you to "exit" the whip higher. It may take a few tries to time it just right, but if you get enough speed, you'll go high enough to reach that pipe. It took one player about 30 tries, but he finally figured it out. If you're stuck, give it a try!
Complete the course and turn the angle to To complete this section, stand at the end of the water-spewing pipe and swing in the right direction towards it - bar the momentum, make sure your aim is right as this is one of those few areas where precision plays an important part. When you reach the end of the pipe, bust out (F on PC) to grab onto the end. Don't fret, you're in safe hands, and there is no reason for you to fall off.
Xbox repair
For the ones playing on Xbox, it was simple as hitting B instead of A to jump off the whip. Even when swaying backward and forward in order to build momentum, using B to let go of the whip allowed a player to successfully grasp the pipe. This solution works in the instances where the normal button, A does not register the action right. Maybe using button B may allow you to get around the issue and continue without a glitch.
