The first thing you have to do is reach the mission 'The Lost Sanctuary', which will allow you to take control of Atreus. When you have it, activate the rage meter and change forms > click the left and right stick at the same time This will allow Atreus to take the form of a wolf for a few seconds and pressing R1 or R2 will attack enemies around him.
To increase the Spartan rage of Atreus, as the young Jötnar, by traversing the lands he is in and encountering enemies, you will be able to fill that rage meter. Using Runic Summons, as well as normal attacks and bow abilities, will reward you with portions of your rage meter. Getting hit gives you a rage meter along with performing finishers on enemies. Basically just about anything that happens in combat will grant you a slight increase in Atreus's Spartan Rage.
