All these bosses have a great rune with which you will be able to open the door to the capital. When you manage to find the two runes, you will have to kill the Draconic Tree Sentinel boss that protects the gate in order to advance.
Once in the capital, you will have to advance along the standard path or use the rooftops to reach the main road that passes through the center > advance along the road to the place where the Avatar of Erdtree appears. On the right side you will find an archway to Avenue Balcony Site of Grace > and when you get there you will need to continue down the stairs > jump over the railing on the left to the darker area below > jump over the crumbling walls to the east, to reach the Lower Capital Church Site of Grace.
On the bed in the church will be the dress from the item.
