The first thing you have to do is head to Mount Gelmir. The ashes are in the Gelmir Hero's Grave dungeon, up in the mountains. To get here, you will have to use the Great Dectus Elevator to the Altus Plateau. Although, you can also face the dungeons that connect the plateau with Liurnia.
