In order to unlock this dungeon you will have to finish Rennala of the Full Moon, in Raya Lucaria Academy. When you get to Raya Lucaria Academy you will have to go straight to the wizard, where there is space for an item in the altar area. Here you will have to place the inverted statue of Carian.
