D's brother is located near Nokron, next to the aqueduct of Siofra, but in order to find him you will have to go to the boss arena of the twin Valiant Gargoyles. To get to this location you will have to advance through the Aqueduct-Facing Cliffs Grace Site.

You can get to this location from the Ancestral Woods, but to do so you will have to go northeast from Woods and advance along the high ground, on the cliff, you will have to launch yourself to get to Aqueduct-Facing Cliffs and then go straight to the Valiant Gargoyles boss arena. When you get there you'll have to go to the Mist Gate to find the sleeping brother.
