The first thing you have to do is head to the Caelid region, east of Limgrave and Mistwood. But it's best to wait until you unlock Torrent to get to this area faster. You can get here a bit faster by going to Dragon-Burnt Ruins in Limgrave, where you should open the chest inside. This way you will be able to teleport to the center of Caelid to Sellia's crystal tunnel. Keep in mind that if you arrive too early, it is possible that dealing with these enemies will be difficult.
When you get to Caelid, you will have to go to the other side of Sellia, Town of Sorcery, to Sellia Hideaway, northeast of Sellia and northeast of the Church of Plague. Finally when you are in the graveyard, you will have to attack the cliff behind the tombstone with the magic enemy in front of it, to access the entrance to the tunnel, through which you will have to venture until you find the boss of Putrid Crystalians, where you will have to deal against three Crystalians at once.
Eliminating this boss will allow you to obtain this sorcery.
