This weapon can be found on Mt. Gelmir, on the western side of Altus Plateau. To access Altus Plateau, you will have to get the two halves of the Dectus Medallion in Fort Haight and Fort Faroth. This medallion will allow you to use the Great Dectus Elevator, north of Liurnia. Another way to reach the Altus Plateau is to go through the dungeon that connects northern Liurnia to the plateau. When you reach the plateau, you will have to cross the area and climb Mt. Gelmir.
