To do this you will have to activate the Great Dectus Elevator and use the teleportation stone at the beginning of the Great Impassable Bridge, which will activate the Radahn Festival where you will have to eliminate Radahn. After this, you will have to go to the northern part of the desert, to access the War-Dead catacombs.
In the catacombs, you will find a path to the room where a group of ghostly enemies are attacking each other, but you bypass them and go left to find some stairs that you must use. Below you will find several Scarlet Rot, with which you will have to finish accessing the chest that keeps the spell.
