In Brighter Shores, players can be quite the help for the Brannof family. They have lost not only their inheritance but also a shipment of very important weaponry. How can we assist in recovering it? The Lost Shipment.
Brannof Hall, located just off of Brannof Boulevard, houses The Dining Room where you'll want to begin this quest. Once out of the Training Grounds, you shouldn't have a problem finding this street it leads right into Town Square.
Cohen, who is sitting in the dining room, will fill you in on the details of the Brannof family's quest to recover a cargo of weaponry that has gone missing. You, the ever-helpful town guard, step in at that point.
Speak to him one last time before you go. Ask questions while you're there, and he'll give you two leads to follow; otherwise you'll have to come back later.

Prior to our speaking with you, discard any garments and/or accessories bearing the emblem of the Town Guard. Anyway, no one's talking.
At the pier in the southeast corner of the town, you'll see Captain Shirker standing on top of his ship, the Vincible.
He wants to have dinner with you after you speak to the captain. Around Town Square, there is The Delectable Dab. Come eat with the captain and strike up a conversation before you grill him about the weaponry. Eventually he will confess that a man in a blue waistcoat was the one to whom he supplied the guns to:.
From here, head to the Town Square where a Man in a Waistcoat is standing at one of the corners.
You will learn from speaking with him that the plumbatae are in the hands of a weapons dealer called The Illusion. He wants the weapons back, so he suggests you play the role of Sam in order to deceive The Illusion into showing you where they are. Is that all? You must also grow yourself a monobrow like Sam.
The next step is to consult a hairstylist about getting a monobrow at Old Street West. You will require 280 Copper and 8 Silver for this hairstyle, unlike any other.
Now, with your second lead in The Hooked Hand, you can follow it through and finish the mission.
The second information you need is to approach the customers at The Hooked Hand, a restaurant situated just right next to Eel Street.
It may require a bit of talk until you find someone who's willing to help you out, but you will finally get sent out to The Frequently Fresh Fish Stall.
Just underneath the Eel Street Bridge is the stall. Talk to the Fishmonger here, and he will mention that in order to put a hidden weapon order, you will have to catch a Fetid Flounder from the Overgrown Pond. You will need Level 25 in the Fishing Skill before you can reel up this fish.
Once you've captured the Fetid Flounder, you need to hide a message in it. You'll need to use paper, ink, and a quill to write out the note. If you haven't got that already, look for it on the desk of Lord Brannof in Brannof Hall. To put the note on the Fetid Flounder, interact with it in your Quest Inventory.
Wait behind the nearby bush until a customer purchases the Fetid Flounder from the fishmonger at Frequently Fresh Fish.
After the Fetid Flounder is bought the Fertive Stranger will run away. Follow him down Willhope Crossing and knock on the door at Monab Row.
To show off your Monobrow, take off your Guard armor and helmet. Then, to get in, just act like Monobrow Sam. Once you've confronted him, you'll have to engage the thief in combat. Be ready for him because he is Level 30.
You can get the Plumbatae out of the chest and put them back where they belong in Brannof Hall once you kill the guard. The Lost Shipment task at Brighter Shores is now complete.
