In order to obtain this ingredient you will have to kill Moder, who is the fourth boss of the Forsaken in Valheim. To summon this boss you will have to get the dragon eggs from the mountain biome. Additionally, you will also need the Megingjord Belt, which you can purchase from the Haldor Merchant.
