(Video) How to Install Windows 11 WITHOUT an Internet Connection

IMPORTANT NOTE: PLEASE DISCONNECT FROM THE INTERNET BEFORE PROCEEDING WITH THE STEPS!

Back in June when the first builds of Windows 11 were being released to Windows Insiders, it was discovered that you'd be blocked from completing setup if there is no Internet connection available on the device, thus forcing everyone to sign in with a Microsoft account.

Now, there's a new workaround that enables you to complete the Windows 11 setup (confirmed to be working in build 22000.184 AND build 22454.1000) without the Internet connection, and Windows 11 doesn't seem to mind operating without a Microsoft account when the network is eventually enabled.

Here are the steps:
1. At the "Let's connect you to a network" step, press Shift + F10 on your keyboard.
2. At the Command Prompt window that opens, type: taskkill /F /IM oobenetworkconnectionflow.exe
3. Press Enter on your keyboard and then close the Command Prompt window.
4. Now, go back to the Setup and continue adding your local account.
5. Next, choose privacy settings for your device and click on "Next".

After booting for the first time, some icons in the Start menu may not populate.

However, you can connect to the Internet to allow Windows to finish downloading apps, and no, you can keep using Windows without Microsoft account.
