The certain conditions include that one must have progressed far enough in the game to unlock the winter season, preferably in Year 1 or later. On a day in winter, head to the bus stop area any time between 6:00 AM and 4:00 PM. Once there, there is an interesting cutscene happening and a character appears, somewhat hidden nearby. This elusive character will run away as soon as he sees you and officially starts the Winter Mystery quest.
Tracking the Mysterious Clues
Now, after that cutscene, there is one important thing: the footprints in the snow. They are the clue to continue down the path. Take a close look, and carefully follow them, letting them direct you toward a specific bush that's near the Community Center; it should hold the key for you. In this manner, the truth will be uncovered.
