How to complete King of the Hill mission in Stalker 2

Remove Roosevelt from office
Speaking with Borodulin will make eliminating Roosevelt much easier. West of the Hydroelectric Station, on the road, is where you may locate the latter. If you complete a short test for him for example, if you hide from mutants for a minute or two he will then reveal the location of a hidden passageway leading to the Commissary, where Roosevelt is hiding.
No matter how stealthily you slip in, Roosevelt will eventually track you down and attempt to broker a deal that will spare his life. He will not surrender his PDA unless you eliminate him, so be careful.
Destroy Shah
At the Brood's base, you'll find the Shah. You can either charge in with all weapons drawn or try to sneak up on the gang boss and kill him in his sleep.
You can sneak enter the building by using the metallic pipes that surround the Brood's base. Here you can sneak up on the Shah and stab him in the back. Following his death, be careful to seize his PDA.
You can complete the King of the Hill mission in Stalker 2 by killing both targets and returning their PDAs to Varan. Deal with the Devil, the main mission, will also resume at this point. Killing Varan is the preferable option because he would betray you in the end.
