Methods for activating the air conditioning system
Locate a High-Voltage Fuse on the first floor of the building after you chat with Lodochka. After you get it, make your way north to the Shelter. You will face an adversary in the engineering room, so be sure your weapons are at the ready before you descend.
You can access a different chamber via a damaged pipe in one of the cells. There is a way to go over the pipe if you head to the left. You need to go to the next section to locate the circuit breaker, so turn around and go there. To turn on the fan, plug in the high-voltage fuse you discovered. You can now exit the location since your purpose is complete.
