The prison of Toluca in Silent Hill 2 is one strange labyrinth, and going down into its depths, players will face another necessary puzzle to get through the jail. There's one interesting problem: this bundle of weights put on a scale opens some doors, which plays an important role in the Toluca Prison segment of the Silent Hill 2 remake.
To get away from the horrific depths of Toluca Prison, James will have to find five weights and unlock four doors. The correct sequence and directions for doing so are provided in the solution below.
Coming to the Toluca Prison 1F Main Section from the Canteen, a player should take a left into the Chapel. They can then run back to Block B's dark cell blocks with the Heaviest Weight, which can be found on the Chapel altar. To get to the Yard itself, players will have to make their way down the hall of Block B until they reach a pair of doors. Inside of the room, there's a veiled statue that players will need to use to remove the cloth and find the central location of the puzzle.
Players will want to solve the scales puzzle-the centerpiece of the yard-by sliding the Heaviest Weight onto the right side of the puzzle and the weight that's already there onto the left. With the dial turned to the symbol for Headless Serpent, players are free to leave the Yard and head into Block A. The door leading from Block A to Death Row/Toluca Prison 1F Serpent Section will now be unlocked via the doorway closest to cell A6.
Once players make it to the Death Row section of the map, players will want to run past the sealed-off rooms until they reach the Witness Room. Within the Witness Room is a generator puzzle:
After the answer to the generator puzzle is solved, the Death Chamber will now grant free access to players; sat in the chair is the Medium Weight. You can return to 1F Main Section with the Medium Weight by passing through the cells of Block E that are now opened. A player can also break the wall at the far end of Cell E1 with a lead pipe, and then walk across to Cell E10. From that cell you can head to the location of the Witness Checkpoint.
Return to the Yard's Medium Weight Scales problem and move the Medium Weight to the right side of the scale. On the left side, put the Heaviest Weight and the Starter Weight. Doing so will pop the dial up, showing the Hornless Ox symbol. The players can now exit the Yard and enter Block A. The entrance to the Hornless Ox is located in the stairway area, near Cell A1.
Once inside the 2F sector of Toluca Prison through the Hornless Ox door, the Block D Key can be found in a desk drawer in the Guardroom. The area to Block C requires players to pass through Block C. With the Block D Key, players need to get into the area and go up to Cell D5. They will see that, besides the Threatening Note, there is a Shiv Key in Cell D5.
With the Shiv Key in hand, Cell C4 can be opened now. Down into the crawlspace players can now go, and see how the prison is constructed against the pipes. This area houses the changing rooms and restrooms, so players will want to take the path through here. Immediately on the other side of the changing rooms is the very open shower area. James will need to find the heavy weight by feeling around in it three times through a hole in the back wall of the room. To get back to the Yard trace the path you entered through to find the Heavy Weight.
With the weights of the players, it's time they have the players weigh in and walk around the Yard: the existing Starter Weight in the puzzle room on the left scale, Heavy, Heaviest, and Medium Weights on the right. There is an Eyeless Boar door in the center of Block B, opposite Cell B3. It also has a button on the door that turns the dial and opens it.
Use the entrance of Eyeless Boar to enter Toluca Prison's Administrative Section. Go up to the Visitation Room; James can climb through an open window. Inside go into the Infirmary. The Upper Floor Key is located in a back room; he should get it. Said key opens the closed door in the corridor next to the break room from the upper floor.
Proceed upstairs now, through this now-unlocked door, to where the Warden's Office can be accessed. Inside is an ominous typewriter that plays the word "Sick" over and over again. Using the keys to input "SICK" on the typewriter will make the desk drawer open and give players a present: the Light Weight. Head back downstairs and click the stairs, click the shortcut portion of 2F to open it, so that you can head back into Block C and Block D.
There were five people present so let's weigh them down on the scales at the Yard. Place all of the weights on the left, except for Medium Weight, which goes on the right. As you do the dial will move to the left and begin to reveal the Wingless Dove symbol more clearly. The entrance to Wingless Dove is on the left-hand side as the player heads down the stairway out of the Yard. This will lead them to the basement of the Toluca Prison.
After they have reached the area of Toluca Prison Basement, they will be well tangled. There is only going to be one goal in that place, which is to search for a crawlspace opposite Cell F15, so navigating the corridors shouldn't be too difficult. Enter this crawlspace and press the button for Cell F6 on the control panel next to the escape door.
You go down into the prison basement and head into Cell F6. You will also have to find the Lightest Weight, that will be sitting on a piece of fabric to solve the scales puzzle. When the weight is removed, the cell door becomes locked. The only way to leave is by collecting the Confession Memo from the wall and waiting until hammering stops. Now leave Cell F6, and make your way to Cell F9. There you can utilize the lead pipe to knock a hole in the wall. In Cell F10 you'll see a ladder leading back up to 1F Main Section through which you can backtrack to the Yard.
Now, each player will have a set of six weights, in which it is the duty of a player to show just justice. Put each of the weights in its slot, labeled 1 through 6, and refer to the top image for the location of which weight goes where; that will make it rather easy for the players. Players can go on like this, however, so long as they remember the names of their weights: Left Hand Scale Right Hand Scale Correct Scale Ratio The Smallest Easy Lifter Heavy and Large Introductory Poundage Middle Weight Class Maximum Poundage
If everything went right, the dial should stop in the middle of the scale and show in which direction the icon of a sword shows. Having the Execution Lever in their hands, players will have to insert it into an empty slot in the gallows in order to solve the weights and scales puzzle for the locking of the Gallows puzzle.
