After the horrible encounter with Pyramid Head, the player will be taken to the Blue Creek Apartments. Inside, he will need to open several doors related to the Clock problem. Behind one door hides the Seesaw Puzzle. On first appearance, it seems like an easy puzzle but after they actually start collecting the figurines needed, players may feel puzzled. Three such figurines can be found in different areas, guarded by some monstrous creatures.

Where do I locate each figurine in the Silent Hill 2 remake, in the Blue Creek Apartments?
 First, using the Hour Hand, solve the Clock Puzzle to unlock the door marked "H". In the kitchen of this room is a wall that breaks. Break it using your Wooden Plank and use the toilet to locate the minute hand.

 

Location of Pigeon Figure



After you have picked up the Hand, the way you came in will be obstructed, and you will have to leave through the door on the right side. Upon entering to the right, the figure of the pigeon is sitting on top of a cabinet on your left.


Finding the Component of the Deformed Figure



Once you defeat the enemy with the Lying Figure, head directly into Room 209. You can find that the Malformed Figurine Part is hidden behind breakable glass in the restroom through the right-hand door.


The Lost Wooden Swan Head and Its Location



Make your way to Room 211, where two enemies will be waiting and guarding the final figurine; eliminate them with your Wooden Plank or Handgun. Move to the right and collect the Wooden Swan Head afterwards.


Steps to Complete the Blue Creek Apartments Seesaw Maze



Gather all three figurines, then combine the Wooden Swan Head with the Malformed Figurine Part in your inventory. After taking the Pigeon and the Swan, place the former on the left and the latter on the right side of the Seesaw Puzzle. In this game, the seesaw balance is changed by rearranging pieces to shift weight to the right. Place the swan figurine in the third slot from the right. After this, the riddle will be solved, and a Key will be yours.


1st Floor: After solving the seesaw puzzle, you can jump down having received Winged Key, and continue the main story in the cutscene with Angela.
