Unkocking Jasper: You need to visit the mayor on the second day of the request. This is something you must do or Jasper will not show up.
Finding Jasper: Head to the train station, east of the town square, and Jasper will be there practicing with his mass.

Building Your Relationship with Jasper

You want that steamboard, so you are going to need to get your friendship with Jasper up to 15 points. Here's how:

Daily Interactions: When you run into Jasper, have a conversation with him.
Bubble Battles: Have bubble battles with Jasper.
Courier Office: Spend all your cash at Clover's courier office.

Jasper spends a lot of time at the train station, the bubble league by the cafeteria, and at the water fountain in the town square. If you somehow can't find him, well, then you can just check your map for where he is each day. Also remember that Jasper is magma-type. Work out a strategy for the battle!

Your Steamboard Awaits

Once you have maxed out Jasper's friendship, go to Clover Valley near your farm. This will trigger a cutscene where Jasper will reward you with your very own steamboard.

Now that you have your new ride, equip it from the inventory to use it. You will feel quite an increase in speed compared to walking. Your steamboard will run out of power over time, so refuel it at any water source to keep going. That is eco-friendly transportation!
