Fortunately, however, there are a few things that you can do to try and fix the issue. In this blog post, we'll discuss how to fix Modern Warfare 2's Friend Request Locked error, and get you back to playing with your friends in no time.
Restart the Game
The simplest way to attempt to fix the Friend Request Locked error is to restart the game. To do this, simply close the game, and then launch it again. Doing this will reset the game to its default settings, and may solve the issue. If it doesn't, however, try some of the other fixes listed below.
Send Friends Request Through Activision
Another way to potentially fix the Friend Request Locked error is to send a friend request through the Activision website. Verify Game Files

From here, click on the "Verify" button, and the launcher will scan the game files for any corrupt files or errors. If any are found, the launcher will download and install the necessary files to fix the issue.
Restart Device
If none of the above steps work, then you may need to restart your device. This includes both your PC and your router, if applicable. Once your device is restarted, try launching Modern Warfare 2 again to see if the issue has been resolved.
Update to the Latest Version
If the issue still persists, then you may need to update your game to the latest version. To do this, open the Battle.net launcher, and then click on the "Games" tab from the left-side menu.
