The story point where you will need to position yourself is after the expansion story. Kaito infiltrates a social gathering outside of Kamurocho and upon returning to Kamurocho, he receives a warning that he has to complete everything before starting the next mission because there is no premium adventure feature in The Kaito Files.

After the warning you will have to head to Ebisu Pawn, across the street from the Yagami Detective Agency, between the Nakamichi Street entrance and the Pink Street entrance.
