This tool is available in survival and story in an area called "Dumped Jeep", near (44 W, 16 S) in a ravine next to a felled tree. It will be near the bed of the jeep, along with some loot items.

This tool can only be used at specific points for said tool and survives with the player through respawning, should the player die.

In case you cannot select the hook in the inventory, you will have to wait for the game to indicate that it is already usable.
