In order to find this element, you will have to activate it with Electro. Starshrooms appear in caves and on mountain edges in Sumeru, most notably in Old Vanarana. So head to the Statue of the Seven > go up the hill and in the cracks on the hill you should see some Starshrooms. Get close and use the Electro attack to turn it into Vibrant Starshroom or Activated Starshroom.
