You'll need to head to the south side of The Narrows in Enkanomiya, and you'll see a flooded area. kill the enemies, then make sure the nearby Everynight mech is set to night mode.Interact with the nearby switch and head inside, taking the Seelie with you. Follow the Seelie and push it every time it stops moving. The Seelie will go up one level through a hole in the ceiling, so keep following it.
Once you reach the mech, activate it, change the time of day, and take the new routes that will open up and also take the chest that has the scroll in it. Press the next mech with your weapon to open a door and grab a second chest, then follow the Seelie outside.
And that's it, you can go back to Enjou and bring all the pieces of the Fragments with you.
