This type of mutations can only be unlocked by killing mutants. Although you could also purchase them through the store as mentioned above.

Defeat bosses who shed mutations upon death regardless of the level you are at. Now, if you want to have new powers in the shortest possible time, then you will have to go directly to the boss's camera the moment it opens.
