You must first locate the Motorboat Mayhem so that you know where you will need to land to complete the challenge. Once you have done that you will want and need to search for one of the nearby boats and then search for the starting line. The latter can be found on the north side of the main building.
The countdown is 15 seconds so you will have to wait for the counter to finish to start the appearance of the semi-transparent rings in the water. You must drive the boat through these, including climbing the conveniently located ramps.
There is no set time frame for this challenge, so you can take your time to make sure you don't venture off the track, or get knocked out by other players who want to knock you out of the way.
When you reach the goal, you will have completed the challenge and can receive those 35,000 XP that they promised.
