In order to activate the factory you will have to use 20 and when you have enough generators, the machine will start creating ammunition.
Initially, it will do 10 mm ammo, but you will be able to change the ammo type on the terminal in front of it. Though, you won't be able to craft Alien Blaster Rounds. Just keep in mind that higher grade ammo takes longer to produce, so you'll get it bit by bit.
