It won't be that hard to locate and obtain the Classified Technologies T-90M Commander control panel in Escape from Tarkov without using the keys. Just head towards the D2 bunker extract point, and you can claim the box with the control panel inside. Note: Refer to a map of the underground bunker, as it can be confusing if you do not know your way around it.

The package is in one of the rooms leading to the D2 extract. Go down the steps from the pipe room to the floor, which has a big box behind a pipe. All you gotta do is take what's here, put it in this box, and then give this box to Peacekeeper.
