To access this weapon you will have to go to the Catacombs Touched by Death, a dungeon east of Castle Stormveil, where you can go from the beginning of The Lands Between.

Leaving aside the objective in the dungeon, in order to get this sword you will have to go down the stairs from the dungeon entrance and move forward > then you will have to go down another flight of stairs > then you will have to turn right and go through a door on the left. Proceed down the hallway until you can turn left again and you'll find the sword on a corpse over the edge of the platform.
