The first thing you have to do is go to Carian Study Hall, a place you will find if you travel west from the Academy Gate Town of Liurnia. From here you will be able to access the Divine Tower of Liurnia which will be locked. In the Study Hall you will find a Globe that will ask you for a key.

To find the key you will have to go to Ranni's tower, inside Three Sisters. Ranni and her companions will give you a quest in which you will be tasked with finding the Finger Killer Sword. This can be found in Nokron, after having finished with Starscourge Radahn. You can help Blaidd the Half Wolf to find it.

Once you have it, you will have to return it to Fingerslaying Blade to Ranni, who will give you the key to Carian's study room as a reward.
